When neighbors "misuse" quote marks

There is so much to say about this sign from Greenlake 10 Kate's neighborhood:

1) The first quotation mark (where does it end?)
2) the random < insert> marks (what do they mean?)
3) is "run wild" a euphemism?
3) is the "webcam" fake?

Friends don't let friends make WordPerfect flyers when they're T&E.

    As an English teacher, I have many strong opinions on grammar, one way or the other. I don't mind the "capitilization for effect," like when they wrote NOT in all caps. But why the random first-letter capitals? Dog? Doorstep? Doggy? How can you be typing up a note like this and all of a sudden decide to capitilize non-proper nouns? Also, what do they mean by, "in the same form as I found it?" As opposed to what? Baking it into a cake? Painting a picture with it?

So, if SPD would even come out on something like this (which they would not), the person hurling dog crap would be at fault. Come on people, shed a tear for the crapping, pissing fur ball; it's so dang cute....everybody should bow down to dogs and dog owners and their crap and piss....

"Run wild" is obviously a very clever play on words, both charactarizing the wild nature of the pooping dogs as well as commenting on the consistency of aforementioned poop...... 4. "Webcam" obviously is code for We Energetically Berate Canines And Micturation......Finally, one last mystery is what is the shoe and who wears it? This is another Matrix reference that is best understood by considering the existence of spoons....I hope this makes the note crystal clear.

    bruce, who put a LOT of thought into that post. seriously. wow. i think that sounded sarcastic but i'm not. fake acronyms are one of my favorites. and fake quotes drive me nuts. my boss at work puts up some horrendous ones. i'll send pictures for tomorrow's open thread (if they're funny enough). they're always in the bathroom or on the microwave.
